| September was a busy month for noise legislation developments. The meeting of the Council of the European Parliament at the beginning of the month considered the amendments proposed by Alexander de Roo to the industrial and transport noise directive. Meanwhile, at the end of the month, the 33rd ICAO Assembly began with a definition of a ‘Chapter 4’ noise standard. Then, at the beginning of October, the European Court of Human Rights found in favour of HACAN and its efforts to ban night flights at Heathrow. Gideon Ewers considers the implications. |

| The attacks on America have changed the aviation world irrevocably.
