OPS & SAFETY SPECIALIST CONFERENCE

The June 2013 Operations & Safety Conference was sponsored by Eagle Airfield and held at the Oulton Hall Hotel near Leeds.

There were a record number of delegates, with almost 100 attendees representing around 25 airports, and a strong contingent of Corporate, Silver and Associate members also in attendance too.

Speaker contributions included:

  • Kirsten Riensema, CAA Head of Aerodrome and Air Traffic Standards – talking about CAA Enhanced Safety Plan.  She is also a member of the CAA Safety Regulation Group Leadership Team. Her immediate responsibilities cover the safety regulation and oversight of UK licensed aerodromes and UK air traffic services. Kirsten has held a range of CAA management and policy posts, has engaged extensively with EASA on the development of the Aerodrome Implementing Rules and is a member of the EASA Aerodrome High Level Group.  She was the chair of the CAA’s Ground Handling Operations Safety Team (GHOST), one of the CAA’s significant 7 safety risks, and remains a sponsor of this work on behalf of SRG.  She is working with her team to enhance the way in which safety oversight is provided in the UK to aerodromes and ATM as well as influencing EASA and ICAO rules to be more risk and outcome focussed.
  • Steve Hill, CAA Head of Aeronautical Information Management Regulation, Directorate of Airspace Policy (DAP) – Aeronautical Information Management. Steven served ten years in the Royal Air Force, Air Traffic Control branch, in the UK and overseas.  In early 2004 Steven joined the UK CAA as Manager of Aeronautical Charts and Data, a post that also held the responsibility for the regulation of AIS. In late 2006, Steven created the CAA’s AIM Regulation section and has since developed and implemented the UK AIS oversight framework. During his time with the CAA, Steven has worked closely with the European Commission on the development of the Aeronautical Data Quality Implementing Rule.
  • Chris Butler, ACI Europe, Liaison Officerwhich is collaboration between ACI Europe and EUROCONTROL, the European Network Manager.  Chris’s task is to further facilitate the integration of airports with the European Air Traffic Management Network, by establishing and further developing the link between airport operations and the impact this has on the efficiency of the European Network.  Chris is aiming to show the benefits the Network Manager canand has already provided to network integrated airports and the positive effect this has on reducing delays and improving punctuality, while seeking to further increase the profile of airports within EUROCONTROL and the Network.
  • Andy Crossley is Director of Consultancy at Rockshore and is an experienced management consultant with expertise across strategy development, implementing new ways of working and complex technologies. Prior to joining Rockshore, Andy worked for BT Global Services and was responsible for setting up an industry leading ‘Agile Working’ consultancy practice. He was also a founding member of Shoal Consulting and an MCA Nominee.
  • Andy Shand is General Manager Customer Affairs at NATS. He joined NATS in 2007 as GM Customer Affairs which is the focal point for NATS Airline, Business & General Aviation customers. Key elements include consultation with customers on Future Airspace Strategy, NATS Long Term Investment Plan and the Operational Partnership Agreement which focuses on operational priorities. In addition, Customer NATS Air Traffic Incident Communication and Coordination Cell (ATICCC). Andy is also co-chair of the UK & Ireland Future Airspace Strategy Industry Affairs manages customer communications for significant events such as the recent Olympics and volcanic ash through NATS Air Traffic Incident Communication and Coordination Cell (ATICCC).
  • Geoff Burtenshaw, CAA DAP Airspace Regulation – Modernising Airspace.  Geoff is the Technical Advisor for Navigation Systems within the Directorate of Airspace Policy in the UK CAA, a post he has held for the last 8 years.  His current responsibilities include supporting the delivery of the UK’s Future Airspace Strategy through advising on policies and specifically, developing guidance for the implementation of PBN.  He is the UK member to the ICAO PBN Study Group and the ICAO EUR PBN Task Force and Advisor to the UK member on the ICAO Navigation Systems Panel.  He is also an Advisor to the Head of Navigation & CNS Research Unit in EUROCONTROL.
  • Graeme Ritchie, CAA Head Aerodrome Policy & Standards – where he manages a team responsible for developing policy and requirements for UK licensed aerodromes, covering both aerodrome operations and rescue and firefighting requirements.  He is the UK representative on the ICAO Aerodrome Design Working Group, represents the UK on the EASA Aerodromes Thematic Advisory Group and is leading the project to implement the EASA aerodromes rules in the UK.
  • Andy Baxter, Food and Environment Research Agency – Habitat Management. Andy has been working in birdstrike avoidance for the past two decades. He has advised government on best practice policies, reviewed airport bird control programmes in all seven continents, analysed national birdstrike trends, developed mitigation techniques for species control and has recently edited the forthcoming update to CAP 772; the industry standard for bird control in the UK. Aside from training staff and airport managers in aerodrome bird control responsibilities, Andy leads the research effort into developing novel programmes to reduce birdstrike risk.

AOA Chairman Ed Anderson opened the conference and Chief Executive Darren Caplan summarised and closed proceedings.
